Было бы интересно посмотреть на статистику модема до "перекусывания земли".

Что касается дальнейших настроек: попробуйте такую строчку инициализации:

S210.7=1 S91=15

и "поиграйтесь" S91 в диапазоне от 15 до 22, чтобы найти оптимальное значение. И ещё: статистику лучше собирать на более длительных сеансах связи (от 10 минут). Желательно также, чтобы модем при этом "усиленно принимал данные".
