Первое, что следует сделать, - поменять прошивку на 2.26: там как раз улучшена работа протокола V.90 на "среднепаршивых" линиях.
Хотя, возможно, от работы на V.90 все-таки придется отказаться (команда +MS=11 в "дополнительных параметрах связи" в "Свойствах модема" (панель управления)

Дополнительно, придётся в +MS ограничивать скорость передачи, дабы отбить у удалённого сервера желание запрашивать перетренировки на каждый "чих" в линии:
