Попробуйте прописать в строке инициализации модема (в свойствах модема в Windows) такие команды:

S91=15 S210.7=1 +MS=11,,,,,,14400

и соберите статистику. Затем замените строку на такую:

S91=15 S210.7=1 S202.5=1 +MS=,,,,,,14400

и соберите статистику ещё раз. Покажите статистики.
