Попробуйте такую строку инициализации:
S91=15 S210.7=1 +MS=11
После замены строки выключите и снова включите питание модема.

Замените строчку на такую:
M4 S91=15 S210.7=1 +MS=11,,,,,,14400
С Вашим модемом всё в порядке, сейчас мы боремся с перетренировками по инициативе удалённого модема:
Retrains Issued/Granted/Auto. 0/7/0
Цель: подобрать ограничение скорости передачи таким образом, чтобы эти перетренировки возникали не чаще, чем раз в 5 минут. Если их нет вообще - планку ограничения можно приподнять (14400->16800->19200...). Если их по-прежнему много, то нужно опускать планку вниз (14400->12000->9600...).

Вам нужно подождать, пока АТС правильно настроят. Время от времени "пробегают" мощные кратковременные помехи, из-за которых модему приходится снижать скорость. Это очень хорошо видно во всех статистиках:
EQM Last 10 Readings......... 9 91 14 14 12 13 107 107 14 14
EQM "прыгает" с очень хороших значений (9-14) до очень плохих (91-107). Думаем, что данное явление будет происходить на любой скорости.
Пока АТС не настроили, работайте с такой строкой:
S91=15 S210.7=1 S202.3=1 S55.4=1 S17=80

"Задирать до предела" агрессивность (S17=1) - самое плохое, что можно было придумать Ограничивать скорость передачи также нет большого смысла, перетренировок по инициативе удалённого модема довольно мало.
Единственное, с чем можно поэкспериментировать - %E2. Если помехи встречаются редко, то с такой установкой модем будет выполнять перетренировки. Это займёт намного больше времени, чем пересогласование скорости, но зато после перетренировки скорость приёма будет выше.

Возможно, но по описанию команд этого не скажешь:

Хотелось более высокую скорости во время установки

Разве? Если Вы хотели сделать коэффициент агрессивности равным единице, то в регистр S17 надо было записать значение 64, потому что:

А что, были прецеденты, когда модему не удавалось установить соединение на V.90?
Даже если такое происходило, то это лишь "несчастный случай", совпадение момента установки начального соединения с помехой на линии. И решать такую проблему нужно не задиранием агрессивности вверх, а приказом "стоять насмерть" на V.90:

С помощью строки инициализации Вы подстраиваете модем под условия связи на конкретном направлении. Следовательно, при существенном изменении этих условий необходимо произвести подстройку заново (изменить строку инициализации). Если условия меняются постоянно и непредсказуемо (например, от звонка к звонку), то в большинстве случаев имеет смысл оставить строку пустой (т.е. воспользоваться заводскими настройками) или ограничиться минимальным набором настроек (таких, как уровень мощности выходного сигнала).

В первой статистике модем вёл себя примерно так, как мы и ожидали. Скорость довольно низкая, но зато и пересогласований/перетренировок немного, если учесть, что сеанс связи длился без малого 7 часов.
Во второй статистике... для начала заметим, что очистив строку инициализации, Вы забыли выключить/включить модем, поэтому большинство установок из "старой строки" действовали и в этом сеансе. Поведение модема также вполне закономерно: он "жил за счёт" пересогласований и перетренировок удалённого модема (менял свою скорость во время "чужих" пересогласований). Это - одно из преимуществ IDC/VR+.
Дальше особо комментировать нечего, поскольку бОльшую часть времени модемы простаивали без работы.
