Пропишите в строке инициализации в свойствах модема такие команды:
S91=18 S210.7=1 S55.4=1 S202.3=1 S17=64
и пересоберите статистику.

Прежний владелец модема объяснил порядок действий для улучшения качества работы. Ну а изначально дело в том, что живу я в том городе, где хорошие или новые Станции (АТС) и вообще всё оборудование для обеспечения людей хорошей качественной связью - это фантастика, соответственно Интернет постоянно слетает, скорость ужасная и вообще всё плохо.

А нет ли у Вас вольтметра переменного тока? Нужно измерить переменное напряжение между "землёй" (корпусом компьютера) и каждым из проводов телефонной линии.
Чтобы было понятно, что происходит: статистика показывает наличие мощных помех. Пытаемся найти их источник...

| Померю завтра. Имеет смысл перепрокинуть линию? В данный момент используется телефонный провод "лапша", а если попробовать кинуть витую пару непосредственно от РШ до модема. |

Врядли дело в "лапше", тут что-то более сильное. Скорее, дело в заземлении, или стоит какой-нибудь телефонный аппарат с АОН параллельно модему...

Тогда, скорее всего, помехи приходят по "земле". Для проверки лучше всего замерить переменное напряжение между корпусом и каждым из проводов телефонной линии. Результаты обеих замеров не должны превышать 1В.

| Заземления у корпуса отдельно нет, напряжение между одним проводом и корпусом не показывает, между вторым проводом 124 В при шкале на 750 В и 143 В при шкале на 200В. Компьютер при измерениях был включен. |
